Globalization Climate Simulation Preparation Report
As you prepare for the simulation (whether or not you do the simulation), think about the actual negotiating position of various countries entering into a climate negotiation. Countries in different phases of development will be motivated by different agendas. The Kyoto Accord failed in part because rich countries refused to pay poor countries to help them develop and poor countries felt it was unfair for rich countries to have created all of the pollution but to now want to block poor countries from developing the same way. Some of the biggest polluters (China and India) were exempt from targets and rich countries like the US and Canada withdrew altogether. Understanding the negotiating positions of different countries is challenging.
Your task is to choose one country from each of the following categories:
Developed – US or Europe (I realize this isn’t a country per se)
Emerging – China, India, or Brazil
Less Developed – Bangladesh, Vietnam, or Nigeria
After a very brief country overview (include level of development, GDP/capita, GDP growth rate, general attitude on climate change, main sources of energy and greenhouse gas emissions, etc.), compare and contrast their negotiating positions on climate change. You might consider questions like – Are their greenhouse gas emissions rising? What will be their peak year? What was their position during the negotiation of the Paris Agreement? Would they be willing to contribute to a climate fund to help other countries (be realistic and use data and evidence)? or would they need help? Are they planting trees? Turning to green energy in a substantive way?
