Program Evaluation Proposal Requirements for Problem-Based Learning/Research
Students will choose a public policy or program to evaluate, then describe how they plan to do so using the methods, techniques, and other materials covered in the course.
Thesis Exercise, Paper Proposal, and Research Questions:
Before you start writing your evaluation proposal, make sure you have everything you need. You must submit a one-page (double-spaced) paper proposal describing your project. You will also be expected to complete a thesis exercise that will aid in the development of a proper thesis and research questions (form embedded in this syllabus). While these activities are not graded, they do provide valuable feedback from your instructor. On March 22, 2020, at 11:55 p.m., you must submit your paper proposal and thesis exercise.
Proposal for Policy or Program Evaluation (20% of course grade):
Students will choose a policy or program to evaluate from the list below or from a list of their own creation. You might want to think about a topic that is relevant to your capstone project. The instructor must approve all policy/program topics. Then, using the methods, techniques, and other materials covered in the course, students will describe how they would plan/propose to evaluate the policy or program. You are only required to describe how you would go about evaluating the policy or program, not to evaluate it. The proposal must be 8-10 typed pages long, double-spaced, with one-inch margins all around and 12 point font. Otherwise, APA style should be used for general formatting. The 8-10-page requirement does not include the cover page and reference pages. Each proposal will be evaluated by the instructor based on the elements of the preparation guidelines included in this syllabus. Regulation of water quality
Disposal of hazardous waste
Programs aimed at lowering recidivism rates
Neighborhood watch programs are becoming increasingly popular.
Reform of immigration or…. You should choose a topic that is relevant to your capstone project.
The following questions or issues should be addressed in your proposal. Defend or justify your answers or procedures in all cases, particularly with specific references to relevant concepts, ideas, or passages in the assigned readings for the course, as well as references found in your library search. Because this assignment does not rely on personal opinions, academic sources must be used, and it should be written in the third person.
Guidelines for Writing a Policy/Program Evaluation Proposal
In your evaluation proposal, each of the BOLD items must be listed as a heading or sub-heading. Please explain why a question or issue does not apply. The following items must be included in the final product:

a summary (no more than 1 page, gives a brief overview of the contents of your paper, the abstract is written last after you have completed your entire paper)
a brief introduction (2-3 pages in length)
In the first or second paragraph, state your thesis.
Describe or summarize the policy or program you’re going to assess.
What are the policy or program’s objectives or desired outcomes?
What is the significance of the objectives or outcomes?
At the end of the introduction, include your research questions.
Review of the Literature (3-4 pages in length)
Your research questions are directly addressed in this section of your paper. Your literature review should include subheadings for each question. Include “it” in your paper only if you have a research question about it.
What methods have other researchers used to assess the policy or program? What conclusions did they reach? What aspects of your study could be replicated?
What theory or theories link the policy or program’s goals and objectives to the desired outcomes?
Methodology (This is how you will evaluate this program/policy in the future; it should be 2-4 pages long)
Which of the evaluation techniques covered in this course will you use to assess your policy or program?
Is it necessary to use an experimental design in your evaluation? If so, how would you go about doing it? What kind of form is it? Why not, if not?
Is your assessment a process evaluation or an outcome assessment? Why? How?
What are the main elements of your evaluation strategy?
Variables to Consider
Your variables should be labeled as dependent, independent, and control.
Data Gathering
Give your analysis unit(s) a name.
How do you plan to evaluate the factors, variables, goals, or outcomes that are important to you?
What are the benefits and drawbacks of the measures you propose?
Instruments for sampling and survey
What are the primary data and information sources that you intend to use?
What are the benefits and drawbacks of the sources you’ve suggested?
Analyze the data
What are your plans for analyzing and interpreting the data and information you collect? In other words, how will your analysis and/or interpretation demonstrate whether or not the policy or program goals or outcomes were met?
final thoughts (2-3 pages in length)
Analyze what you’ve learned and share your findings with the reader (No real analysis will be done).
What policy or programmatic recommendations could you make based on your findings?
Bibliography (must be in APA style, not all citation generation programs will produce a correct APA reference page, you must double check)
