Senator Rawls represents a section of Dallas that is economically depressed. Senator Rawls, who grew up in this neighborhood, believes that the impoverished are the people who are most in need and that all excess resources should be directed to them. Senator Rawls suggests that all scholarships be based on financial need. Senator Bentham represented and was reared in Houston’s upper-middle class. Senator Bentham believes that the funds should go to students who have excelled in high school and desire to pursue careers in STEM disciplines. Senator Bentham claims that the investment will result in a healthier society overall and that the ability to succeed in college in a critical field is more important than a personal need because the investment is more likely to result in more overall good in areas such as medical procedures, drugs, and infrastructure.
