2nd issue report The increased expenses for government employees, as well as the state and local governments’ economic crises, provide a problem. Wisconsin’s new collective bargaining law: policy Under current law, municipal employees have the right to bargain collectively over wages, hours, and working conditions under the Municipal Employment Relations Act (MERA), and state employees have the right to bargain collectively over wages, hours, and working conditions under the State Employment Labor Relations Act (SELRA). Except for employees who are specific protective occupation participants under the Wisconsin Retirement System or a county or city retirement system, this [law] modifies MERA and SELRA for all employees (public safety employees). The right to collectively bargain for all employees who are not public safety employees (generic employees) is limited to base salaries under this [law]. Furthermore, unless a referendum permits a higher rise, any general employee who is a member of a collective bargaining unit is confined to bargaining over a percentage of total base salaries increase that is no bigger than the consumer price index percentage change. This [law] also forbids municipal employers from bargaining collectively with municipal general employees in topics not covered by MERA. Task segment: The task statement is an important part of a memo because it describes what you’re doing. If the action was requested, a sentence opening like “You asked that I look at…” could be used to indicate your task. Discussion: The discussion section of the memo is the longest and contains all of the details that support your answers to the task questions. The supporting ideas, facts, and research that back up your memo’s case are included in the discussion segments. Include compelling arguments and facts to encourage the client to take the measures you prescribe. In your analysis, make sure to incorporate concepts and ideas from the class readings/lectures/related media. Closing Segment: Once the reader has digested all of your material, you should conclude with a gracious conclusion that specifies the particular action the client can do. Consider how the reader will benefit from the intended behaviors and how you can make them easier for them. Bibliography: For your memo, you must cite at least ten sources. Sources for the memo could include: Books and essays in journals Nonpartisan groups such as the Brookings Institution, Pew Charitable Trusts, and the Urban Institute, among others, have conducted research. political research from the Cato Institute, Heritage Foundation, American Enterprise Institute, and Center for American Progress, to name a few. Please state whether or not the organization that sponsored or published the research is partisan in your memo. Government research from the Congressional Budget Office, the Government Accountability Office, the Office of Budget and Management, and other departments and agencies University centers or institutes do research. For graduate-level research, Wikipedia, newspaper opinion columns, and blogs are not acceptable sources.
