The assessment strategy is designed to provide an opportunity for students to evidence their ability to apply their knowledge of research, theory, legislation, policy and practice guidance with regard to effective safeguarding practice. You are required to write a 2000 word essay exploring the legal, policy, practice, and ethical framework for safeguarding adults and children. Examine and critically apply principles of human rights, social justice and anti-oppressive practice to the case study detailed below. Explain how social work and multi-agency interventions could address the needs and risks presented in the case study from a rights perspective. You must imagine that you are a social worker situated within a multi-agency safeguarding hub and you have just received a telephone referral from Wendy (health visitor) who has contacted the team to raise a safeguarding alert.
Case scenario:
Siva – aged 53 – Born in Iran moved to the UK 6 years ago. Does not speak much English
Amana – aged 25 born in Iran moved to the UK 6 years ago.
Benazir – 1 year of age. Female
Bushra – 3 years of age. Female – bilingual
Fadwa – 5 years of age. Is bilingual.
Wendy explains the situation as follows:
Amana lives with Siva her mother-in-law. Amana has 3 children aged 1, 3 and 5. Amana is the primary carer for the children as her husband Nabeel died 6 months ago from cancer after a short period of ill health. Siva was diagnosed with multi-infarct dementia following a stroke 2 years ago. She has had several small strokes over the past 2 years casing an exacerbation of her dementia and resulting in her requiring support with her personal hygiene, nutrition and toileting needs during the day and night. Nabeel used to provide care and support for Siva’s needs once he had returned home from work every evening.
The health visitor has just completed a 12-month-old milestone’s health check on Benazir having completed this in the home environment as Amana has failed to engage with the GP and the child immunisation programme.
Wendy states that Amana appeared to have a bruise on her cheek and left wrist and when Wendy asked about this her eyes filled with tears and she refused to say anything other than “it’s all my fault”.
Benazir was very clingy easily startled and had bruising on the top of her arms which resembled grab marks. Bushra and Fadwa appeared to be boisterous and were fighting with each other saying “come here I am gonna kill you”. Wendy observed that the children appeared ‘scruffy’, the house was dirty with stale food, dirty nappies on the floor, overflowing bins, and the children smelt unwashed. Benazir was weighed and had a low weight for her age being at the very bottom of the ‘acceptable’ range for her age. Amana reports she is a ‘fussy eater’.
Wendy stated that the home environment appeared ‘chaotic’ with bins overflowing, toys scattered around the front room, dirty ‘sticky’ carpets, a sink filled with several days washing up and the house smelt.
Wendy also saw Siva during the visit who appeared to look very thin, smelt of urine and appeared frightened to speak looking at Amana before she answered a question. Wendy also thought she observed bruises on the top of Siva’s arms.
Wendy believes that may have financial stress as Nabeel was the sole source of income and she is aware the family now rely on the food bank to ensure they have sufficient food for the week.
When leaving the property one of the neighbours beckoned her and asked if she was “going to do anything about them?” when asked to elaborate they explained that they frequently hear doors slamming, shouting, and swearing, adults and children crying. They say this goes on for several hours and has been the case for at least 6 months.
Wendy feels that the family may require safeguarding.
You are a social worker situated within a multi-agency safeguarding hub and you have just received a telephone referral from Wendy (health visitor) to raise a safeguarding alert.
You must write a 2,000-word essay which draws upon the case study to address the assignment task detailed above and learning outcomes as detailed below.

A high level of match within the ‘originality’ report is not necessarily an indication that your work has been plagiarised. This judgement will be made, following full scrutiny of your work.
