Introduction
Homelessness is a major social problem, which needs to be approached with effective plans, clear and deliberate comprehensive strategies. I find the need to devise a plan of actions, which is a good place to start while countering this problem. Curbing homelessness involves the implementation of systematic approaches to addressing the issue. Since the problem began more than thirty years ago, there is a need for the local government to particularly address the crisis. Most human support groups advocate for investments in permanent housing, while others are keener on looking at cost effectiveness of such programs. Homeless individuals are more prone to being unexposed especially to aspects of education, child care services, limited work experiences and more so medical problems (Delegraph, 2015). As the local government, I believe there is a great role to play in identifying homeless individuals and assisting them in the society and even the country at large. On the other hand, there is also a need to be more observant and highly supportive to the non-governmental organizations interested in starting positive programs for homeless people. This paper is a formal recommendation for the town council and mayor on two major ways to curb the problem of homelessness in our societies. In addition, a comparison and contrast of both solutions is provided to allow the ease while making decisions for their implementation.
Solution 1: Empowering the homeless through employment
Homeless individuals lack employment and in most cases, have no stable income for supporting their basic needs. With the provision of employment opportunities, such an aspect is bound to be settled. However, due to the low educational levels, and no past experiences in jobs, there is also a need to set aside training programs for the same people. Ultimately, this group will be well equipped with casual skills and be able to cater for their needs. Without doing something concerning this situation, homeless individuals will remain in the same situations and there is bound to be an increase in criminal activities as well as slowed down development in the society and the nation at large. Another barrier which stands in the way of homeless people and employment is the increased cases of substance abuse, criminal histories and increased diseases. Aspects such as substance abuse can be looked into through rehabilitation programs, and this also applies to the criminal activities. With a hope of employment provided to these individuals, most of them will refrain from activities which stand in their way of getting a stable source of income. In today’s tough job market, getting a job position and being able to maintain it is very difficult. Therefore, for a homeless person, who is up against multiple walls, it can at times seem impossible(Sam, 2010). There is therefore a need to embrace the employment and education navigation model in this situation. With the development of partnerships between the local government and service providers, a common goal will be realized in the society.
Employment opportunities should therefore be created and homeless individuals given a chance to prove themselves in the job market. Although they lack technical skills, this does not mean it is a permanent situation, and they can be of great help especially in provision of casual labor. This system is bound to run programs in different localities, for the entire benefit of homeless individuals. I believe there is also a great chance in subsidizing temporary jobs for some individuals. This may be extremely useful especially for those receiving temporary assistance for needy families (TANF) benefits. Provision of employment programs will not cost the local government a huge sum of money. This is because it being a sensitive matter, most organizations are likely to be interested in collaborations. Employment remains a major solution to basic societal problems such as homelessness.
Solution2: Rapid rehousing
In homeless prevention, a rapid rehousing program is bound to decrease the number of people in the streets and abandoned shelters. This program will also provide financial assistance to the homeless families and individuals hence their stability. Funds from rapid rehousing programs target homeless families. Short term, medium term and long term rental assistance will thus be provided. In addition to all these, homeless individuals will have access to free credit counseling, security and utility deposits as well as case management. The local government, through embracing this program, will spend 60% of the funds within two years of the entire project.
Rapid rehousing also involves the navigating of the housing market for the sake of embracing clients with lower incomes and higher needs. This is a difficult task, considering the need to get returns out of premises built for residential purposes (Chaus, 2006). The local government also, needs to make creative use of housing vouchers and subsidies in the bid to help homeless individuals and their families to afford a rental unit. Rapid rehousing may be seen as a shortcut towards curbing homelessness, but at the same time, may prove to be highly efficient is adequately implemented.
Comparison and contrast
Both provision of employment for the homeless individuals and the embracement of rapid rehousing programs is sensitive issues. Both programs are however similar in numerous aspects. In case you embrace the first option which is the provision of employment opportunities for the homeless, this is going to reduce the number of homeless individuals in the streets. In the event that rapid housing programs are implemented, this will have the same effect on the population of homeless individuals. A second similarity is that both solutions have a common goal. All aim at eradicating the problem of homelessness and its effects in the society. Another similarity between the two is that in the case of employment provision, the local government has to chip in funds in order to provide subsidiary programs rather than employment alone. These include; training and counseling among others.
In the event that rapid housing is involved, the local government cannot just neglect the group. There is need to provide them with funding so that they can cater for their basic needs before they are stable. Both solutions require intensive commitment to realize the effectiveness of both. Major differences arise in three distinct ways. First, provision of employment is a long-term solution, while rapid housing programs may be temporal. For example, employment will help an individual to continue funding for themselves, and not fully rely in the help of the authorities. On the other hand, rapid housing may be medium term or long-term which does not permanently eradicate the problem of homelessness. Another major difference between the two options is that the local authority will have to incur more costs in choosing the second alternative as compared to the first one.
Rapid housing involves a lot of expenses, which has been rated as 60% of the funds. This may in turn lead to the halt of other development programs in order to focus on homelessness. Finally, rapid rehousing leaves the entire burden to the local government. This is because building of houses which may not be aimed at making profits will not be embraced by most organizations. This way, the government incurs a lot of costs in developing residential areas for the homeless on its own. However, employment solutions will be fully backed by other non-governmental and different organizations (Joanne, 2000). This is because the individuals will give back to the specific entities and at the same time, improve their living standards.
Conclusion
A successful homeless assistance program works towards achieving different aspects. The major one is ending homelessness and minimizing the length of stay in shelter as well as repeat homeless episodes. I would therefore recommend that resources be aligned to ensure that families and homeless individuals have full aces to necessary services to facilitate their independence. Basing consideration on the two solutions, it is evident that the provision of employment is more appropriate. The local government should therefore, take up responsibility and ensure eradication of homelessness is effectively implemented.
