Your predecessor had a “system” of privileges in place, including personal parking places and key managers. This person also employed an in-law. Despite the fact that the hiring did not break any state laws, it did not go over well inside the division (more qualified people were mysteriously not hired). You want to make a change. Think about how you want to proceed.
Create a PowerPoint presentation explaining your proposed plan for this assignment, with your supervisor as the primary audience. Your boss is likewise concerned about the behaviors and perceptions that have arisen from your new department. As a result, you might want to consider the following:
