A mandatory, court-ordered educational program for juveniles who have been subject to police contact on a first offense could be another approach to the legislature’s interest in developing alternative approaches to dealing with juvenile offenders who would still be dealt with through the state court system. Create a policy plan for a court-ordered classroom course for kids ages 1214 with behavioral issues who are causing problems in the community, such as at schools, neighborhoods, or local businesses. Include your answers to the following questions in your policy:
Would this program be limited to adolescents who have only been in contact with the police for particular types of violations (e.g., nonviolent, property-oriented, or status offenses), with more serious offenses handled in a different way?
Would these juveniles still “go through the system” (i.e., be arrested, get a court date for a hearing) or would this be a diversion program designed in part to avoid these young people having a record? Explain.
What role would the court’s administrative office play in the implementation of this program? Explain.
Would it be handled by the office’s ADR “wing,” similar to how truancy mediation or victim-offender dialogue programs are handled? Explain.
What location would the course be held? Why?
What types of persons would be qualified to lead/facilitate it? Explain.
Is there staff that has been appropriately trained, or will a role be opened and staff hired? Explain.
What are the types of topics that would need to be covered, despite the fact that this proposal does not provide a complete curriculum?
Would the court’s administrative office be involved in the actual content creation?
Would the office be in charge of overseeing the content’s creation to ensure that it complies with current legislation and best practices in the state in question?
Are there any models that might be used to create such a program for a low cost and quick start-up time?
